Gentlemen:
Haddam Neck Plant In-Service Insnection and Testing Program In Reference (2), the NRC Staff stated that they were revievir.g the Connecticut Yankee Atomic Power Company (CYAPCO) In-service Inspection and Testing Program forwarded to the NRC Staff in Reference (1). To continue this review, the NRC Staff requested that CYAPCO provide additional information which was submitted to the NBC Staff in Reference (3). Additional evaluations revealed that certain code requirements were impractical for the Haddam Neck Plant and were reported to the NRC in Reference (h).
On January 17 to 19, 1979, members of your staff met with CYAPCO and NUSCO personnel to review the in-service inspection and testing programs as described in References (1), (3) and (h), and the requests for vaivers and alternate examinations contained therein. As a result of those meetings and of additional investigations conducted during the recent refueling outage, we are hereby revising the in-service inspection and testing prograz submittals as summarized below:
o Class 1 components (IWB) - Methods have been developed to inspect certain items previously vaived and have provided additional bases for those items which cannot be inspected per code requirements.

~2-o Class 2 components (IWC) - The schedule of inspection. requirements has been clarified to address only the first forty (10)' month inspection 4
period.
o. In-service Testing of Pumps and Valves (IWP and IW) - The valve ~
program has been extensively revised to address full-flow testing of check valves, to provide additional information on containment isolation
.. valve tests, and include locked line valves in the system valve listings.
The pump program was revised to include additional information on flow testing.
Tne program description, with waiver requests, (Attachment 1) revices the Haddam Neck Plant In-service' Inspection and-Testing Program for the first 140 month period of the second inspection interval,' which began on January 1, 1978. This revised program is now in effect, except for the pump and valve portion. The revised pump and valve in-service inspection program vill be implemented by July 1, 1979

warded with this letter to aid with the NRC Staff review of this submittal.
Attachment (2) to this letter provides descriptions and clarifications of these photographs.
