G. Lear letter to D. C. Switzer dated January 5, 1978.

Gentlemen:

Millstone Nuclear Power Station, Unit No.1 Inservice Inspection and Testing Program References (1) and (2) describe the requirements for revising inservice inspection and testing programs and provide guidance for inspection and test program prepara-tion and submittal to the NRC.

Millstone Unit No.1 commenced the third 40-month inspection period on August 28, 1977, based on a commercial operation date of December 28, 1970.

Program descrip-tions and waiver requests were submitted in accordance with Reference (1) and the revised program was implemented as required.

On May 28, 1979, the second 20-months segment of the current inspection period commences, and Reference (1) requires that the pump and valve testing program and pressure testing program be updated at least 90 days before that date; it is, therefore, submitted herewith.

The program described in the attachment to this letter is based upon the Summer, 1975 addendum to ASME Section XI, 1974 Edition and reflects the experdJace of in-service testing of pumps and valves for the past year-and-a-half.

Listfugs of equipment and requests for waivers, where necessary, are presented in a format compatible with Reference (2).

In addition, we have included five sets of system boundary diagrams to assist your staff in their review.

The revisions to be noted in this submittal primarily relate to comments made by your staff in the course of their review of the original program description prepared in 1977.

Very truly yours, NORTHEAST NU EAR ENERGY COMPANY 790313038o gjP/ [ h 7t j W. G. Counsil Vice President Attachment
