Dear Mr. Keppler:
This refers to the telephone conversation between Mr. Roy of your organ-ization and Mr. Crouse of Toledo Edison on January 8,1979, regarding the completion of the startup test program at Davis-Besse 1.
We share your concern for completion of the test program in an expedi-tious manner and have definite plans to accomplish this end.
According to our test program, the following tests have not been completed and evaluated:
Turbine / Reactor Trip (TP 800.14) from 100% power Loss of Offsite Power (TP 800.26)
Unit Load Rejection (TP 800.13) from 100% power Shutdown from outside of the Control Room (TP 800.25)
With respect to TP 800.13, TP 800.25, and TP 800.26, these tests are presently scheduled to be conducted commencing January 13, 1979.
- However, if problems we are presently encountering with a degreding reactor coolant pump seal result in a forced outage which prevents conducting these tests as scheduled, these tests will be completed and evaluated within twenty (20) days of return to criticality from the outage.
With respect to TP 800.14, due to the similarity of TP 800.13 and TP 800.14, we intend to use the results of TP 800.13 to justify not conducting TP 800.14.
Our justification for deleting TP 800.14 will include a safety evaluation un-der the provisions of 10 CFR 50.59(b). We understand you will review the results of TP 800.13 and our justification for deleting TP 800.14 from our test program to determine if the deletion is acceptable.
