Dear Mr. Reid:

This is to report that effective January 1, 1979, Dr. B. L.

Shriver is appointed Director of the Nuclear Reactor Facility at the j

University of Virginia to replace Dr. T. G. Williamson. This report is made in compliance with the Technical Specifications of both the UVAR, Lice.nse No. R-66, and the CAVALIER, License No. R-123.

Dr. Williamson will remain as Chairman of the Department of Nuclear Engineering and Engineering Physics, and Dr. Shriver will report to Dr. Williamson. We believe this change will be beneficial to the operation of the Reactor Facility, as Dr. Shriver's prime responsibility will be as Director of the Reactor Facility, and he will have no adminis-trative duties associated with the academic department. This change will involve a change in the organizational structure in Section 6.0 of the Technical Specifications. The revised organization will show the Direc-tor reporting to the Chairman of the Department, who then reports to the Dean. This change will be included in the revised Technical Specifica-tions which are being submitted as part of the UVAR license renewal.

Until such time as the revised specifications are approved, the Director will report to the Dean.

Dr. Shriver joined the University staff in September 1978 to become Director of the Reactor Facility. lie has five years' experience in the Nuclear Navy and graduate degrees in metallurgy and nucicar engi-neering. We believe he is qualified to assume this position.
