Good morning,
The purpose of this email is to complete the distribution of the email below from NRR OD to the ACRS Chairman regarding their recommendation letter re: issuance of the Turkey Point Unit Nos. 3 and 4 subsequent renewed license.
By way of background, the MOU with the ACRS allows an email response to the ACRS when there is no staff action recommended in the ACRS letter. The ACRS letter that the NRR OD is responding to via this email does not contain any recommended staff action so this email meets the criteria of the MOU. This is the first time that NRR is implementing this practice and is doing so for efficiency and effectiveness. To alleviate any additional burden on NRR OD associated with the email response, the remaining distribution for the response to ACRS is being performed via my email.

Dear Chairman Riccardella,
During the 666th meeting of the Advisory Committee on Reactor Safeguards (the Committee) held September 4-7, 2019, the Committee completed its review of the subsequent license renewal application for Turkey Point Nuclear Generating Unit Nos. 3 and 4 (Turkey Point). The Committee also reviewed the U.S. Nuclear Regulatory Commission (NRC) staffs final safety evaluation report for this application.
In the Committees final report dated October 7, 2019, the Committee agreed with the NRC staff that there are no open license renewal issues that would prevent the NRC from renewing the Turkey Point operating licenses. The Committee also concluded that the programs established and committed to, by the Florida Power and Light Company, provide reasonable assurance that Turkey Point can be operated in accordance with its current licensing basis for the subsequent period of extended operation without undue risk to public health and safety. As such, the Committee concluded that the NRC should approve the Turkey Point subsequent license renewal application.
The NRC staff appreciates the Committees objective and in-depth review of the Turkey Point subsequent license renewal application and the staffs final safety evaluation report, especially the Committees forward-focused questions on inspection support for the license renewal review and the continued maintenance of the plants material condition during the subsequent period of extended operation.
The NRC staff recognizes and values the Committees commitment to safety and its important role in the license renewal process.
