OF OCTOBER 17, 2019, MEETING WITH URENCO USA ON SPECIFIC RECOMMENDATIONS FOR BUILDING A SMARTER FUEL CYCLE INSPECTION PROGRAM The staff of the U.S. Nuclear Regulatory Commission (NRC) met with representatives of the URENCO USA (URENCO) facility on October 17, 2019, in Rockville, Maryland. The purpose of this Category 1 public meeting was to discuss proposals and information for consideration to inform development of a smarter fuel cycle inspection program. Specifically, URENCO presented proposed recommendations regarding corrective action programs. This public meeting was part of a continuing effort by the staff to engage with stakeholders on an initiative to enhance the effectiveness and efficiency of the fuel cycle facility inspection program. URENCO began its presentation describing the facilitys Corrective Action Program (CAP).
URENCO stated that its program identifies and evaluates failures to meet license requirements to ensure that resolutions address causes and extent of conditions commensurate with its safety significance. The facility also periodically analyzes information from the corrective action program and other assessments to identify programmatic and common cause issues.

Based on the above description, URENCO proposed an inspection program that has an option for a facility which commits to an effective CAP and receives accreditation through an NRC inspection. URENCOs proposal is based upon NRCs Option 2 which was presented at the September 12, 2019, public meeting (ADAMS Accession Number ML19254A588. The proposal recommends comprehensive inspection activities to be performed triennially for fire protection, radiation protection, effluent control and environmental, transportation, and emergency preparedness. The proposal removes the annual modifications inspection in lieu of the triennial modification inspection. Additionally, a required CAP inspection is proposed triennially. URENCO proposed that the CAP, comprehensive, and plant modifications inspections be performed in sequential years.
No regulatory decisions or commitments were made during the meeting.
