Statement of Work

Title:

Mark III LOCA Pool Dynamics Program (1) rIN #:

A3320 l

B&R #:

20-19-40-42-3 l

Technical Monitor:

Mel B. Fields (FTS 492-9417).

Cognizant Branch Chief: Walter R. Butler (FTS 492-9412) l Back:;-ound Mark III containment suppression pools must be able to wit. stand the effects of

)

a loss of coolant accident (LOCA). General Electric has conducted numerous ex-l perimental and analytical studies in order to define the LOCA loads sufficiently.

In order to evaluate the loads, the studies must be reviewed to assure that they i

are technically sound and will result in conservative load definition.

Objective j

The objective of this work is to have BNL review the Mark III LOCA containment I

loads obtained from analytical and experimental studies submitted by General Electric and the Mark III owners, and to advise the NRC of the adequacy of these methodologies.

Work Requirements j

i TASK 1 Review Containment Loads Report (CLR) i The estimated completion dates have been changed because of delays on.the part of General Electric (GE) and unexpected difficulties in resolving differences between the NRC and GE (identified as an additional task. Task 5).

No change is expected in the funding requirements.

Subtasks Estimated Completion Date a.

Review the Containment Loads Report (CLR)

GESSAR-II Appendix 3B, and evaluate the tech-nical adequacy of the LOCA related load metho-odologies presented in this report.

August 1,1980 b.

Assess General Electric's reply to the staff's review of the CLR.

August 1,1980 c.

Submit draft SER on the CLR.

January 1,1982 d.

Provide final report on CLR for inclusion in 4

the publication of the NUREG for the Mark III i

program.

' TASK 2 Full-Scale Chugging Tests The estimated completion dates have been changed because of delays on the part of General Electric (GE) and unexpected difficulties in resolving differences be-tween the NRC and GE (identified as an additional task Task 5). No change is expected in the funding requirements.

babtasks

. Estimated Completion Date a.

Review the full-scale test program results con-tained in GE document NEDE-21853-P, August 1978 and evaluate the technical adequacy of the chug-ging loads and thermal stratification loads, in order that better load definition may be obtained for the Mark III containments.

August 7,1980 b.

Assess GE's reply to the staff's review of the full-scale chugging tests.

August 1,1981 c.

Submit draft report on the full-scale chugging tests.

January 1,1982 d.

Provide final report on the full-scale chugging tests for inclusion in the NUREG to be published on the Mark III program.

March 1,1982 TASK 3 Horizontal Vent Interaction Tests The estbated complet. ion dates have been changed because of delays on the part of General Eletric (GE) and unexpected difficulties in resolving differences be-tween the NRC and GE (identified as an additional task, Task 5). No change is expected in the funding requirements.

Subtasks Estimated Completion Date a.

Review the 1/9th scale horizontal vent interaction test results contained in GE document NEDE-24648-P, May 1979 to determine the adequacy cf the pool small loads, steam condensation loads 4.nd thermal stratification loads as presented in the ICLP, for Mark III containments.

August 7,1980 b.

Assess GE's reply to the staff's rev.iew of the' hori-zontal vent interaction tests.

August 1,1981 c.

Submit draft report on horizontal vent interaction j

tests.

January 1,1982 1

d.

Provide final report on the horizontal vent inter-i action tests for incorporation into the Mark III I

NUREG publication.

. Formulation of Independent AC i

TASK 4 The estimated completion dates have been changed because of delays on the part of General Electric (GE) and unexpected difficulties in resolving differences be-!

tween the NRC and GE (identified as an additional task Task 5). No change is expected in the funding requirements.

Subtasks Estimated Completion Date a.

In the loading areas where the vendors' methods are judged unacceptable, formulate independent I

acceptance criteria for inclusion into the draft SER.

January 1, 1982 i

b.

Document the AC in a form suitable for inclusion

[

in the NRC Mark III NUREG.

March 1,1982 Resolve Differences Between GE Load Specifications and NRC Position TASK 5 Because of the problems created by unexpected difficulties in resolving the pool dynamic issues with GE, greater effort is required to resolve these problems. The est, imated level of effort required for this task is 6 man-months'.

Subtasks Estimated Completion Date a.

In the areas that require extra effort to resolve, submit draft report on resolution of these topics.

January 1,1982 I

b.

Document this resolution in a form suitable for in-clusion in the Mark III NUREG.

March 1,1982 Level of Effort and Period of Performance f

The level of effort for this modification is 6 man-months.- The total. project effort it estimate / at 2.5 man years over a 28 month period.

Reporting Requirements 4

1.

Submit draft reports on Tasks 1, 2, 3, 4, and 5 approximately 30 days before submittal of final topical reports.

I 2.

Upon completion of Tasks 1, 2, 3, 4, and 5, prepare and submit a reproducible l

topical report for each task to the cognizant branch chief containing all sig-nificant technical conclusions arising from the review, and all analyses upon which these conclusions were drawn.

?

4-3.

A monthly business letter re) ort will be submitted by the 15th of the month to the cognizant branc1 chief with a copy to the Director, DSS, Attn:

B. L. Grenier. These reports will contain the following:

l A summary of the progress and work completed during the period, i

including milestones reached or if missed, an exp;anation provided; The amount of funds expended during the period and cumulative to date; If problers are encountered or anticipated, a description of the plans for their resolution, the schedule of their implementation and their impact on the overall program; r

Plans for the next reporting period.

MEETINGS AND TRAVEL i

Two trips of three people eacN to San Jose, California and approximately four trips to Bethesda, MD to reet with the Owners Group and GE concerning the MARK III Program should be planned and budgeted. Three BNL personnel are l

expected for each trip. The dates will be determined between the Technical Monitor and BNL.

NRC FURNISHED MATERIALS j

NRC staff will furnish BNL under separate cover with copies of the referenced General Electric Company reports, applicant submittals. NUREG documents, related foreign r; ports and NRC staff Task Action Plans. Some of this material i

will contain proprietary data, which must be held in confidence by the contractor.

i BILLING REQUIREMENTS j

Vouchers submitted for payment should list expenditures for manpower, computer services, and any other major items of expenditure.
