Dear Mr. Layton:

In accordance with 10 CFR 72.248, Holtec International herewith submits the periodic (biennial) update of the Final Safety Analysis Report (FSAR) for the HI-STAR 100 Dry Spent Fuel Storage System.

This letter certifies that no changes have been made to the HI-ST AR 100 FSAR since the submittal of Revision 3 to the NRC on October 22, 2017 [2]. Therefore, no additional FSAR revision is submitted. Note that Holtec submitted a request for an amendment to the HI-STAR 100 Part 72 CoC. Those changes are not included in this 10 CFR 72.248 submittal, as that amendment is not yet effective.
