Thank you for the information ycu provided in your letter of September 23, 1986 concerning the mismarking and substitution of SAE grade 8.2 bolts for SAE grade 8.
We are aware of the Industrial Fastener Institute's (IFI)

concerns and have been in contact with then regarding this matter.
We share your concern that improper substitution of fasteners could occur in nuclear power plants and tne NRC staff has issued Information Motice 86-25 (Enclosure 1) dealing with this subject. With regard to the particuler issue of substituting SAE grade 8.2 for grade 8 bolts, since these grades of bolts are used occasionally in auclear power plants, we are issuing a supplenent to Information Notice 86-25.
This supplement will assure that licensees are aware of this particular problem and provide an example of the types of problens which can resuit from substituticn of fasteners. The statf is continuing to develop information on this subject, including material testing of a sampling of bolts obtained by URC from selected plants. Based on these results, information developed as a result of the Information Notice, and additional infernation developed by the subcommittee staff, we will consider further specialized inspection and testing afforts.
Mr. Richard Starcstecki, Deputy Director of the Office of Inspection and Enforcement, will contact your staff to establish the exchange of significant infornation developed in this area.

TRACEABILITY AND MATERIAL CONTROL OF MATERIAL AND EQUIPMENT, PARTICULARLY FASTENERS Addressees:
All nuclear power reactor f acilities holding a construction permit (CP) or an operating license (OL).
Purpose:
This notice is provided to alert recipients of potentially significant problems identified during NRC Construction Apprtisal Team (CAT) inspections of licensee programs for the inspection of material and equipment, particularly fasteners, to prevent the use of incorrect or defective materials, parts and components.
It is expected that tne recipients will review the information for applicability
'to their facilities and consider actions, if appropriate, to preclude similar problems from occurring at their fac:lities.
However, suggestions containeo in this notice do not constitute NRC requirements; therefore, no specific action or written response is required.
Description of Circumstances:
During NRC CAT inspections conducted since 1982, deficiencins in material traceability and control of fasteners were identified at 11 sites.
This raised questions regarding the adequacy of controls to prevent the use of incorrect or defective fastener materials.
A brief sumn.ary of findings for each site is attached.

IN 86-25 April 11, 1986 Page 2 of 2 It is important that particular attention be given to licensee prograns for ensuring the trace &5ility of material and equipment and to prevent the use of iacorrect or defective materials, parts and components.
It is important that the licensee be aware of 10 CFR 50, Appendix B, Criterion VIII - Identification and Control of Materials, Parts and Components and applicable codes and speci-fications and that measures have been established and implemented for identifi-cation and control of materials, parts and components and for traceability both to the approved design basis and to the source.
It is important that required identification of the item is maintained by heat number, part number, serial number, or other appropriate means, either on the ites or on records traceable to the item as required, and that reouired markings are on the item.
The licensee has the responsibility to use qualified individuals to examine markings on material and equipment and verify that the markings represent material and equipment as specified by the design drawings and specifict.tions.
In the case of fasteners, compliance with the applicable material specification (e.g., ASTM or ASME material and grade) is verified by "equired markings on bolts and nuts and certified material test reports or ct rtificates of cen-

formance as required by the applicable procurement drawings and specifications and/or by the applicable codes and specifications.
In the case of vendor-supplied eouipment assemblies containing fasteners, it is important to verify ccmpliance with approved vendor drawin.gs and specifications and other information su-h as materials used for equipment qualification tests and/or analyses.
It is important that caution be exercised to ensure that the required markings on material and equipment, including fastenc 7, not only exist but that the markings indicate the correct material and grade as specified.
No specific action or written response is required by inis information notice.
