Dear Chairman Svinicki:

The Legislative Branch of Cape Cod Regional Government, Assembly of Delegates, is writing to express its concerns and request a local meeting with a representative from the NRC. The delegation has concerns regarding the decommissioning process, transparency, and trust. The Assembly of Delegates is advocating for the creation of a Citizens Advisory Board for the decommissioning of the Pilgrim Nuclear Power Plant and for continued planning and funding for emergency management for towns affected by this process including all of Barnstable County, Massachusetts.

The NRC and the operators of the plant have not adequately communicated with the public during the license transfer process. The delegation has heard from other government officials and citizens who are deeply disturbed by the decommissioning process. The formation of a Citizens Advisory Board will allow for public hearings and comments which will help to foster a greater trust in the process and a better understanding of the proceedings. The Assembly of Delegates would welcome the opportunity to address its concerns with a representative from the NRC at an Assembly meeting.

Since 2017 the Commonwealth of Massachusetts has had a Nuclear Decommissioning Citizens Advisory Panel but much of the panel's work fell on deaf ears. This cannot continue and it is imperative that the work of a Citizens Advisory Board carry weight with the NRC.

The impact of the decommissioning of the Pilgrim Nuclear Power Plant poses a threat that goes far beyond the perimeter of the plant's property. With a potential threat to Cape Cod Bay and 1

the residents of Barnstable County, the NRC must continue its commitment to funding strong emergency preparation efforts.
