SUBJECT:

FUEL HANDLING BUILDING ESF FILTERS Ano LOW ACTIVITY SOLIO RADWASTE STORAGE FOR THREE MILE ISLR;D, UNIT NO. 1 We have reviewed Acendments todate (up to Acendment 22) submitted by the licensee for THI-1 Restart relating to (1) fuel handling building ESF filter system for Three Mile Island, Unit 1 and (2) plans for additional storage capacity (excluding the existing storage space available in the THI-1 Auxiliary Building) for low acti-vity solid radwastes. Two open items were identified within our review responsi-bilities in the memorandtn dated November 18, 1920, from T. M. Novak to S. S.

Hanauer et. al on TMI-1 Restart SER.

The basis for our review of Item 1 is the Standard Review Plan 6.5.1, Rev.1. "ESF At: osphere Cleanup Systems". We find that the licensee has not yet provided de-Yailed dasign information for the ESF filter system. We note also that the licensee has not added appropriate technical specifications on the new ESF filter system to be installed at the fuel handling area of TMI, Unit No. 1.

The basis for our review of Item 2 is Standard Review Plan Section 11.4, Rev. 1,

" Solid Waste Management Systems" and NRC's order item 5 Ubich states that "the licensee shall demonstrate that the waste management capability, including storage and processing, for solid, liquid and gaseous wastes is adequate to assure safe operation of THI-1 and that THI-1 waste handling capability is not relied on by operations at THI-2."

By Amendment 22, the licensee has comitted to complete construction of additional storage facility for TMI-1 low activity solid wastes at THI-2 by August 1981.

This storage f acility will meet the intent of order item 5.

However, the licensee l

has not provided either infomation on the location of this facility or layout drawings of this facility.
