TR Review Process Phase 1 - Submission Phase 2 - Work Plan Development Phase 3 - Completeness Review & Decision Letter Phase 4 - Preliminary SE and RAIs Phase 5 - Draft SE Phase 6 - Final SE Phase 7 - -A Version 3
Status Quo, Simplified SE, Limited SE Status Quo (nominally 24 months)
- No revision to the LIC-500, Topical Report Process.
o For Topical Reports that require extensive review, the normal (Status Quo) review process described in latest revision to LIC-500 would apply.
Simplified SE (3-6 months)
o Use the Flow Diagram to determine the type of SE (Simplified, Limited),
early (e.g. Pre-submittal) in the TR review.
o Conduct a more rigorous Completeness Review.
Limited SE (6-12 months)
o Use the Flow Diagram to determine the type of SE (Simplified, Limited),
early (e.g. Pre-submittal) in the TR review.
o Conduct a more rigorous Completeness Review.

Modified Review & Tiger Team Review Modified Review (12 months)
- Revise LIC-500 to establish a modified process for Modified Review.
o Issue the Draft SE with Open Items, instead of issuing Requests for Additional Information (RAIs) separately.
o Conduct a more rigorous Completeness Review.
o Review could be suspended if Open Items are not resolved.
Tiger Team Review (12 months)
o RAIs could be eliminated because the Draft SE from the audit includes the Open Items.

Submittal Documentation & Schedule Submittal Documentation (varies)
- Revise LIC-500 to establish a modified process for Submittal Documentation o Where appropriate, use telephone calls to discuss clarification issues and then have vendors provide the information without the need for an additional RAI.
o NRC staff could document the industry position in its Draft SE and if comments are not provided on the draft, then that position is considered endorsed by the vendor.
