Dear Mr. Crier:
This is in response to your letter of June 18, 1980, which forwarded IE Bulletin 80-15 on "Possible Loss of Emergency Notification System (ENS) With Loss of Off-Site Power." The actions requested and our responses are listed sequentially below for items 1,
2, 3,
and 5.
In accordance with the Bulletin, no re: ponse is required for item 4.
Approximately 80 manhours were expended in preparation of this response including required testing.
Actions To g Taken By Licensees 1.
Within 10 days of the date of this Bulletin, determine by direct inspection, in conjunction with the appropriate telephone company representative, the manner in which the ENS at your facility is powered.
Response
The ENS at Peach Bottom is fed from lighting panel 82L through emergency transfer switch S79 (see Figure 1).
Normal power is supplied to the transfer switch from lighting panel 79L which is fed from the non-vital bus PS4-M-A.
In the event of loss of power to panel 79L the S79 transfer switch will automatically so1ooxo i33

Grier Page 2 transfer to the 49LD distribution panel which is fed from emergency bus E-124-T-B.

Those facilities which have station packages requiring on-site power, but which are not connected to a safeguards instrumentation bus which is backed up by batteries and an inverter or equally reliable power supply, shall make necessary modifications and provide such a connection.
Response
The ENS is not connected to a safeguards instrumentation bus during normal operation, however, the automatic transfer capability provides power from an emergency bus which is supplied by the No. 1 Diesel in the event of loss of off-site power.
No modifications are necessary to the existing system.

All facilities are to develop and conduct a test, within 60 days of the issuance of this Bulletin, to verify that all extensions of the ENS located at your facility (ies) would remain fully operable from the fac!11ty(ies) to the NRC Operations Center in the event of a loss of offsite power to your facility (ies).
This is not intended to mean that an actual loss of offsite power be executed.
Response
A test was developed to verify that all extensions of the ENS would remain operable for loss of off-site power.
Loss of power was simulated by opening the breaker which feeds lighting panel 79L (see Figure 1).
It was then verified that the emergency AC transfer switch S79 transferred to the emergency source.
All ENS phones were tested individually after the transfer to confirm that they worked properly.
Upon completion of testing, power was restored to lighting panel 79L and it was verified that transfer switch S79 had returned to its normal position.
All testing was completed by July 24, 1980.
5.
Prepare and issue an administrative procedure or directive which requires notification to the NRC Operations Center by commercial telephone or relayed message within one hour of the time that one or more extensions of the ENS located at your facility (ies) is subsequently found to be inoperable for any reason.
