Dear Mitch:
Seeing-that there is a certain amount of grumping in some quarters about the Special Inquiry Report, I thought I'd put my view on record.
Back when the Conmission asked you to take the Special Inquiry in hand, we agreed that it would be an independent effort.
You would investigate the circumstances of the accident and related matters, document your findings and conclusions, and make such recomendations as you thought appropriate.
You were to " call'en,as you saw'em," without regard to whose ax got gored.
I think you have done that fairly and squarely and have fulfilled the agreement with distinction.
I thank you and your staff for a difficult job well done.
I don't agree with everything in the Report; I didn't expect that I would when we started the effort and I know you didn't either.
But the Report will be a very useful guide to us in going fomard with the agency's work and all of it will get very serious consideration here.
