STAFF EVALUATION OF INCOMPLETE ITEMS IN MAINE YANKEE'S FIRE PROTECTION SAFETY EVALUATION REPORT (TAC 11074)

Our initial Safety Evaluation Report (SER) for the reevaluation of fire protection at the Maine Yankee facility was issued on April 24, 1978.
In Section 3.2 of this SER, a number was not assigned for the incomplete item concerning the fire brigade shift size which required further evaluation by the staff.
By letters dated July 14, 1977, May 14, 1977, and August 7, 1979, the licensee provided additional information and proposed a five man fire brigade.
By letter dated August 14, the licensee accepted our staff position on Prefire Strategies.
By letters dated June 21, 1978 August 14, 1978, and May 24, 1979, the licensee also discussed proposals for fire brigade leadership, training, and drills.
We have evaluated these submittals and find that the licensee's proposed five man brigade shift size is acceptable.
However, the licensee's other proposals are not acceptable and we will require the following:

This completes our review of this SER's Section 6.0 incomplete items.
We request a commitment from the licensee within 30 days if these requirements will be satisfied.
If the licensee will not make such a commitrent, arrange a meeting within the same 30 days with appropriate managerent indi viduals.

Enclosure No. 2 Administrative Controls (6.0) - EVALUATION OF INCOMPLETE ITEMS Our initial safety evaluation report (SER) pertaining to the reevaluation of fire protection at the Maine Yankee facility was issued on April 24, 1978. Section 6.0 of this SER, indicated that the licensee's Admini-strative Controls complied with our guidelines except for fire brigade shift size and the preparation of additional fire fighting plans for safety related areas.
The resolution of these concerns and our evaluation of the licensee's proposals regarding fire brigade leadership, training, and drills as noted in letters of June 21, 1978, August 14, 1978, and May 24, 1979, are as described herein.
By letter dated July 14, 1977, the licensee had proposed an onsite fire brigade of three members.
Our letter of November 25, 1977, provided the licensee our staff position, " Minimum Fire Brigade Shif t Size," in support of a five man fire brigade.
By letter of August 7,1979, the licensee proposed a change to their Technical Specification to maintain onsite at all times a fire brigade shift size of at least five members.
We have reviewed this change and find it complies with our guidelines and staff position and is, therefore, acceptable.
By letter of August 14, 1978, the licensee accepted our staff position on Prefire Strategies to resolve the other unresolved item noted in this SER.
This position requires that fire fighting strategies be established and documented for fighting fires in all safety related areas and areas presenting a hazard to safety-related equipment, in accordance with the guidance contained in Attachment No. 5, subsections d and e.
" Nuclear Plant Fire Protection Functional Responsibilities, Administrative Controls and Quality Assurance." These plans should be simple and straight-forward, and may be documented as brigade training aids; but, should be available for quick reference in a fire situation.
By letter dated August 14, 1978, the licensee indicates that the fire brigades' support personnel will only attend the regular scheduled fire brigade drills on an "as available basis," and that drills will be scheduled so that each support person will attend a minimum of one drill per year.
We have evaluated the licensee's proposal and find it is not acceptable because it would not provide the support personnel with training to assure adequate understanding and familiarization with fire fighting methods and equipment.
To resolve this concern, we require that each fire member, including support personnel, participate in each regular scheduled fire brigade drill, but must participate in at least two drills per year.
By letter dated June 21, 1978, August 14, 1978, and May 24, 1979, the licensee indicated that the Shift Supervisors were assigned as Fire Brigade Leaders.
This situation is not acceptable. The Shift Supervisor should not be a member of the fire brigade because his presence will be necessary in the control room or other areas if fires
occur in certain areas of the plant.
To rescive this concern, we prohibit the licensee from assigning the Shirt Supervisor to be a member of the fire brigade.
The fire brigade leader should be an individual properly tr3ined and qualified, possessing a reactor operators license or hrving equivalent knowledge of plant safety systems.
By letter dated May 24, 1979, the licensee indicates their five man brigade has two levels of training, i.e., three members of the primary fire fighting team will be fully trained whereas the two assigned support personnel while trained in fire fighting, will not be included in pre-fire strategy sessions, or trained in the operation of fixed fire suppression system or operation of other plant systems. We have evaluated this proposa. a i find that it does not comply with the provisions of the stafr pssition for the training of support personnel assigned to the fire brigade.
We will require the licensee to comply with this staff position, " Minimum Fire Brigade Training," as noted in Enclosure No. 3.
Enclosure No. 3 STAFF POSITION MINIMUM FIRE BRIGADE TRAINING CONCERN During our evaluation of the training given to fire brigade members, the issue of whether all members of a five man fire brigade need be given identical training has been considered.
In several instances licensees have proposed two levels of training for fire brigade members. These evaluations have established the minimum acceptable level of training.
STAFF POSITION We prefer that all fire brigade members receive training in accordance with the staff guidelines set forth in " Nuclear Plant Fire Protection Functional Responsibilities, Administrative Controls and Quality Assurance," June 14, 1977: :
