Dear Mr. MacDonald:
Since the preparation aad submittal of our safety analysis report for the TN-12 spent fuel cask, it has become clear that the requirements for transport of spent fuel within the United States have changed con-siderably.
The uncertainties associated with scheduling of an AFR or an ultimate repository have prompted most utilities to expand storage capacity in their spent fuel pools to the maximum extent possible.
As a result there will be several years delay before significant amounts of spent fuel will be shipped, and much of the fuel to be shipped will have been out of the reactor for five or more years.
Also, in recent months our investigations have revealed several potential problems in many reactor plants which would preclude efficient handling of any cask the size and weight of the TN-12.
A lighter weight cask system - especially if the total weight on the rails is decreased to 263,000 pounds - would also have significant benefits in facilitating un-restricted interchange in our rail system.
Although we believe firmly that the TN-12 design has significant advantages over other existing designs,we have decided that major modifications should be made to meet the demands and restrictions of the U.S. market as we see it developing over the decade.
We, therefore, consider that further time and effort by the NRC in evaluating the SAR is not warranted.
Accordingly, Transnuclear, Inc. hereby withdraws its application for a certificate of compliance.
Within the next few months we will advise you of our timetable for submittal of a new safety analysis report covering a new cask design more applicable to U.S. narket conditions.
