Stone and Webster Engineering Corporation Docket No. 99900509/79-05 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on November 26-30, 1979, it appears that certain of your activities were not conducted in accordance with NRC requirements.
Criterion V of Appendix B to 10 CFR 50 states:
" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, procedures, or drawings shall include appropriate quantitative or qualitative acceptance criteria for determining that importanc activities have been satisfactorily accomplished."
Deviation frem these requirements is as follows:
itone and Webster Quality Standard QS-17.1, Revision A (September 30, 1977),
Quality Assurance Records System, states in part (paragraph 4.3.4):
"The Project Management Department is responsible for.
. establishing written procedures for the operation of the RRC (Record Retention Center)."
Contrary to the above, Project Management Department has not established all of the required written procedures needed to operate the RRC.
At present, there are no procedures covering the retrieval, withdrawal and return of QA records stored in the RRC facility.
