Operating License No. DPR-73 Docket No. 50-320 Annual Emergency Radiation Drill In your letter of December 28, 1979, you granted a waiver of the 1979 Annual Emergency Drill until January 31, 1980.
To date, seven (7) Radiological Emergency Drills were performed which involved the coordinated response of the Unit II Emergency Organization consistent with the existing Emergency Plan.
The scenarios for these drills were as follows:

January 25 DH-V6B Gross Packing Leak January 28 Dropped Epicor II Demineralizer Liner In assessing the overall response, it was considered that except for the January 18 drill (which was rerun on January 28), the Emergency Organization response was such that the postulated accident was controlled, its consequences mitigated and personnel safety ensured to a satisfactory level. However, it is recognized that some cmergency practice problems still exist which require our continued training efforts and need to be resolved in order to improve the overall emergency response.
Action items have been assigned for this purpose.
It is felt that any further drills at this time will not show any significant change in the Emergency Organization's ability to effectively respond to accident situations, but rather the following program is proposed:
a.
Defer the drill presently scheduled for February 7, 1980.

Perform documented " mini-drills" at the :lP Supervisor and Tvchniclan level to improve the IIP practices characteristics of IIP organization emergency response.
c.
Perform a documented Radiation Emergency Drill prior to March 31, 1980, involving the combined organizational response.
Thereaf ter, quarterly drills will be patterned af ter the recent drills. Any unsatisfactory drill will be repeated in order to achieve a satis-factory performance.
