Docket No. 99900081/79-02 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on December 10-13, 1979, it appears that certain of your activities were not conducted in accordance with NRC requirements.
Criterion V of Appendix B to 10 CFR 50 states:
"Actvities affecting quality shall be prescribed by documentad instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, or drawings.
Instructions, pro-cedures, or drcwings shall include appropriate quantitative or qualitative acceptance criteria for determining that important activities have been satisfactorily accomplished."
Deviations from these requirements are as follows:
The Exxon Topical Report, XN-NF-1A, Revision 2, Section 15, paragraph 15.1.g, states that, " Preventative action is initiated, as appropriate, to assure that the causes of quality problems are identified and corrected. Any recommended preventative action is indicated on the DMR or attachments thereto; the Manager of the group responsible for the preventative action signs as accepting the preventative action and Quality Control perfc rms follow-up cn preventative action.
Contrary to the above, preventative action was not documented on the DMRs or their attachments. (See Details Section paragraph B.3.a).
