B & B Insulation, Inc. is a fim actively engaged in the application of both fire safety measures, such as fire rated seals, and energy ccnserving insulation systens in nunerous power plants, including nuclear power plants, conventional fuel facilities and other indus-trial facilities.
We suggest that the Nuclear Regulatory Camlission's moratoriun on the issuance of construction pennits and operating licenses for nuclear power plants put into effect on Novenber 5, 1979 is ill-advised and ill-timed and the same results could have been accan-plished by followinc the suggestion of the presidential ecnmission investigating the Three Mile Island accident, i.e., each nuclear unit should be considered on a case-by-case basis and licensed accordingly.
We feel that the many initiatives taken by the nuclear power industry since the Three Mile Island event result in even more stringent safety requirenents and that a step as extrene as the licensirg moratoriun is a measure that will be of benefit to no one and will adversely affect the American public in view of our existing energy crisis.
Any additional delays in the issuance of construction pennits and operating licenses for nuclear power plants will affect all of us by worsening the energy crisis impact. One typical reactor dis-places up to about ten million barrels of oil per year enabling the oil to be used in other areas and also lessening our denand for oil fran foreign countries.

Each vah's delay en just one nuclear reactor costs the American consuner millions of dollars which adds enonnously to our present runanny inflation.
We respectfully request that full consideration be given to over-turning the previous decision regarding the construction pennit and operating license moratorium.
