I am writing to urge your support of those deliberations, decisions, and actions which will lead to an early resumption of licensing of nuclear power stations.
The Kemeny Commission, after several months of investigation, did not recommend licensing suspension.
Many of the Kemeny Commission recommendations had begun to be imple-mented by industry and the utilities prior to the Commission's report.
The endorsement of the Commission's recommendations by industry and the utilities has been uniformly positive.
No future energy choice is risk-free, be it nuclear or coal. However, the greatest risk has to be associated with continued dependence on foreign oil or the incalculable disruption of the national economy and social patterns should the foreign oil be denied us before we are prepared to substitute for such shortfall.
Certain significant apprehensions could be dealt with positively rather than negatively.
For example licensing could continue with first effective operation dependent on satisfactory evacuation plans being in place. The current national energy circumstances justify moving forward with some go/no-go constraints recognized and being addressed, as opposed to halting all forward mornentum until all possible constraints can be re-evaluated.
I urge you to use your influence and position to smphasize the positive in alleviating the U.S. energy deficiences.
