ENCLOSURE SUPPLEMENTAL RESPONSE TO OIE BULLETIN 79-18

" AUDIBILITY PROBLDIS ENCOUNTERED ON EVACUATION OF PERSONNEL FROM HIGH-NOISE AREAS" BROWNS FERRY NUCLEAR PLANT UNITS 1, 2 AhT 3 (Docket Nos. 50-259, -260, -296)

In response to OIE Bulletin 79-18, the plant public address and evacuation alarm systems at Browns Ferry were surveyed and the results of that survey were evaluated. As a result of that evalatuion, we find that a total upgrading of the existing plant public address and evacuation alarm systems is necessary.

This upgrading will including the following:

Addition of new speakers that have appropriate design and power a.

rating for the areas identified in the survey.

b.

Replacing existing paging speakers on the refueling floor (elevation 664) with more powerful horn-type speakers located higher and positioned for batter coverage.

Replace all existing MM2 speakers with speakers of a better design.

c.

d.

Relocate telephones where location contributes to feedback problems.

Telephone booths may be added in some areas to reduce paging feedback. Also, existing push-to-listen handsets will be either replacad with push-to-talk handsets equipped with confidences or revised for push-to-talk.

Add paging to the switchyard, office and service building, and other e.

areas not included in the original design.

f.

Add sirens and strobe lights where required.

We estimate this work will require 30 months to allow time for design, purchase of material, and implementation.

We are continuing our review to determine any administrative controls that may be required until completion of the systems. We will inform you no later than March 15, 1980, of any controls necessary.
