$0-278 Mr. Boyce H. Grier, Director Office of Inspection & Enforcement Region I United States Nuclear Regulatory Cc= mission 631 Park Avenue King of Prussia, PA 19ho6

Dear Mr. Grier:

In the meeting held at PECo. on October 5, 1979, and the subsequent telephone conversation between myself and Mr. E. C. McCabe of your office which you fomdized in your letter of October 24,1979, to S. L. Daltreff, we indicated that, we contemplated completing the installation of now hangere on Unit 3 by December 15,1979 Installation of these new hangers increases the safety factors from a present level of greater than 2 to safety factors greater than h or 5 as required. We now find that the completion date cannot be met.

This date was established prior to completion of system analysis and was based on on estimated scope of work.

Subsequent analysis indicated that the installation and replacement of certain hangers would have to be accomplished in a particular sequence to ensure that the existing levels of safety would not be compromised.

Further, adding to our difficulties, physical interferences were found in the field that necessitated review and modification to a number of hangers.

During the subsequent reviews by the Architect Engineer, revised loadings and revisions to some hangers and anchor drawings were made.
