The purpose of this letter is to transmit for your information an increment of the analysis of the effects of natural phenomena relative to your plutonium fabrication operations at Santa Susana, California.

The subject increment of analysis is a review of features within your facility that may have a significant effect upon releases from your plant during natural phenomena events. A draft of the enclosure has been reviewed, and commented upon, by those analysts who require the results to carry out succeeding analyses and by the NRC staff. The NRC staff has adopted this final version of the review for application in succeeding analyses. However, we will consider challenge of our position when supported by credible technical bases.

Any questions you may have on the enclosed analysis should be addressed to James E. Ayer of this Branch. He will direct resolution of comments and any justifiable revision of the analysis.
