INTRODUCTION This annual report is submitted pursuant to Section 5.6.1.a, Part A of the Environmental Technical Specifications, Appendix B , to Operating License NPF-2. This report stmnarizes the Environmental Surveillance Program for the Joseph M. Farley Nuclear , Plant for the reporting period of January 1 - Decenter 31, 1979.

SECTION I NON-RADIOLOGICAL WATER MONITORING This Section is submitted to fulfill the requirements of Sections 2.1 and 2.2 of the Environmental Technical Specifications for Farley Nuclear Plant.

I-NON-RADIOLOGICAL WATER MONITORING I. In troduction The purpose of this report is to provide the results of analyses which were perfoned for certain parameters as required by the NPDES permit and Environmental Technical Specifications for the Farley N uclear Plant. This report consists of data provided to EPA and/or AWIC.

II. Discussion A. Thermal The temperature of once-through cooling water and service water by-pass was monitored once per week during the months of June, July, and August at the combined discharse prior to mixing with other waste streams as required by the NPDES pennit. See Attachment I.

The flow of once-through cooling water and service water by-pass was monitored continuously at the combined discharge prior to mixing with other waste streams as required by the NPDES perunt.

The temperatum of the cooling tower blowdown was monitomd once per week during periods of maximum expected temperatures at the discharge from the cooling tower blowdown prior to mixing with other waste streams as required by the NPDES permit. See Attachment II. The flow of the cooling tower blowdown was monitored once per day at the discharge from the cooling tower blowdown prior to mixing with other waste streams as required by the NPDES permit. See Attachment II.

B. Chlorine To prevent any possibility of releasing waste water with chlorine concentrations above the NPDES permit limit, the blowdown is closed during chlorination. The blowdown remains closed until the chlorine concentration has decreased to a concentration below the' maximum permissible discharge level. The blowdown can then be opened as necessary. If the blowdown is not opened on the day the analysis is run, then an analysis may be reported when the flow is zero. See Attachment II for the chlorine analyses for the cooling tower blowdown. Chlorination did not necessarily occur on a weekly basis.

C. pH Samples were taken prior to mixing with other waste streams and were analyzed at the indicated frequency for pH as required in the NPDES permit for the following waste streams:

Conclusion The parameters of flow, pH, chlorine, and temperature were monitored as required by the NPDES pennit and the Environmental Technical Specifications. Non-compliance reports for violations which occurred for these parameters were provided to EPA and/or AWIC. Copies of these reports may be found in the attachments.

Other miscellaneous non-compliance reports for NPDES violations are given in Section V.

Re: Farley Nuclear P1 ant NPDES Permit No. AL 0024619 In accordance with Part II .A.2 of the referenced permit, we are submitting a non-compliance that occurred as indicated by analysis performed on June 7,1979, for the turbine building sump effluent (Discharge Point 004). Analysis of the effluent showed a pH value of 9.13. Approximately 10,550 gallons  :-

of this waste water was discharged after being diluted with .

145,100 gallons of once through cooling water.

The cause for this non-compliance was an error in sampling and analysis prior to the discharge. Steps have been taken to insure that this violation does not recur.

NPDES Permit No. AL 0024619 In accordance with Part II.A.2 of the referenced permit, we are submitting a non-compliance that occurred as indicated by analysis performed on July 6, 1979, for the turbine building sump ef fluent (Discharge Point 004). Analysis of the effluent showed a pF. value .

of 9.27. Approximately 24,900 gallons of this waste water was dis- -

charged after being diluted with approximately 400,000 gallons of once through cooling water.

'Ihe cause for this non-compliance was that the procedure governing the discharge from the turbine building sump was not clear enough to *~ .

ensure proper analysis and treatment of this water prior to discharge.

  • Although steps were taken af ter the June discharge to climinate the problem, further steps to clarify the procedure are currently underway.

- and for the l'etal Cleaning Maste. Mr. Fred Brown of this office -

) ' notified Mr. J. P. Martin of these violations by telephone on

- December 14, 1979. . .

Analysis of the steam generator blowdown sample ta' ken Hovember 27, 1979, and analyzed December 7,1979, gave concentrations

'of 1.2 ppm copper and 5.4 ppm iron. This noncompliance occurred when

. ~.

the reactor and associated systems underwent a planned sequence of ,

'startup tests which resulted in a number of plant shutdowns and power -  ?"

- - ascalations/ reductions. This noncompliance should correct itself.

.once the unit has retumed to normal operation. - - - ..

On December 9, 1979, 540,000 gallons of mtal cleaning waste '

~

were pumped from the netal cleaning waste holding pond to an area which.

- - receives ground runoff and yard drainage at the Farley Sice. The volume *

.. -..i.o f water in this area was est mated i to be approximately 500,000 gallons.

- p rior to the addition of the water from the holding pond. This area is *

. impounded so that approximately 200,000 gallons of the combined watars remain landlocked while the remainder has been discharged to the Chattahoochee River. Inflow into the area will eventually cause the

, discharge of this water to have varying degrees of dilution. . .

A There were three reasons why this violation occurred. Fi rst, -

plant personnel assumed that there was insufficient capacity remaining .

  • -'in the holding pond to receive the waters frcm the chemical cleaning of Farley Unit #2. The water in the pond was then pumped from the holding pond to provide the necessary storage for the chemical cleaning waste. Second, the assumption was made that the chemical cleaning pond

' did not contain any waste from chemical cleaning activities but contained only flush water. Third, even though analyses were made, the individual '

perfoming the analyses was unaware of the limits placed en discharges .

- from this pond. - --

The probability of a recurrence of this type activity will .

be minimized by improving the training of the personnel involved. ',"

9 SECTION III INSPECTION OF TRANSMISSION LINE RIGHTS-0F-WAY

Inspection of Transmission Line Rights-of-Way I. Introduction The purpose for this surveillance program is to insure that measums relating to the control of erosion and the maintenance of screens along transmission line corridors associated with the Farley Nuclear Plant, as specified in Section 3.1.1(b)-4 of the Farley Environental Technical Specifications, are implemented.

II. Discussion The Farley Snowdoun 500 Kv T.L. was inspected in October,1979, for erosion and highway screening. See attachment for a detail description of the inspection.

Erosion is under contml on all parts of the line. Erosion control repair work performd by divisions has corrected even the most serious problems. Planted grasses and natural veget tion are establishing a good cover crop. This is a final inspectico for reporting to the N.R.C. All further inspections will be perfomed by routine aerial or ground patrol.

Road semens am established where necessary. Some screens have been judged unnecessary due to agricultural and topographical conditions . Such screens will not be maintained. All necessary s creens are under management and are in good conditionr. This is a final inspection for reporting to the N.R.C. All further inspections will occur during the nomal maintenance cycle.

III. Conclusion Erosion is under control on all parts of the line and road semens am established where necessary. This is the final report as required by Section 3.1.1(b)-4.

.(Discharge Point 007). The analysis of the ef fluent on August 22, 1979, gave a total suspended solids concentration on 104 MG/L.

Utis noncocpliance was caused by the outage of the surge tank air lif t blower. With this blower out of service, the surge tank could no longer serve as a buffer during periods of high flow. During these periods of high flow, the treatment facility would temporarily have its flow capa-city exceeded. A new blower should be in operation by August 29, 1979.

Re: Farley Nuclear P1rn NPDES Permit No. lo. 0024619 In accordance with Part II.A.2 of the referenced permit, we are submitting a report on a non-compliance that occurred as indicated ,

by an analysis performed on January 3,1980, for the steam generator blowdown (discharge point 003). Analysis of the effluent showed an i ron concentration of 1.8 mg/1.

-The plant is continuing to recover from the extended outage which ended November 5,1979. During the first sixteen days of December, the ur.it underwent various tests and experienced equipment

- f ailuras which resulted in a number of power escalations and reductions.

These unusual operating conditions are apparently the cause of this .

violation.

The iron' concentration has dropped from 5.4 mg/l for the November sample to 1.8 mg/l for the December sample. The iron concentrations should continue to drop as the unit continues to recover from the extended outage.
