7590-01 UNITED STATES NUCLEAR REGULATORY COMMISSION DOCKET NO. 50-263 NORTHERN STATES POWER COMPANY NOTICE OF ISSUANCE OF AMENDMENT TO PROVISIONAL OPERATINS LICENSE AND NEGATIVE DECLARATION The U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 43 to Provisional Operating License No. DPR-22, issued to Northern States Power Company, which revised Technical Specifications for operation of the Monticello Nuclear Generating Plant (the facility) located in Wright County, Minnesota. The amendment is effective as of its date of issuance.
The amendment is associated with the seventh refueling and the extended exposure fuel program for the facility. Modifications are made to the operating limit minimum critical, power ratio's and the average planar linear heat generation rate limitations on the fuel.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, wnich are set forth in the license amendment. Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commission has prepared an environmental impact appraisal for this action and has concluded that an environmental impact statement for this 80080300
7590-01 particular action is not warranted because there will be no significant envircamental impact attributable to the action other than that which has already been predicted and described in the Commission's Final Environmental Statement for the facility.

(2) Amendment No. 43 to License No. DPR-22, (3) the Comission's related Safety Evaluation and (4) the Comission's related Environmental Impact Appraisal.
