In reply to the referenced letter:
Appendix A, Item 1 and Paragraph 3.c of Details, Pages 4, 5, and 6, 00T Containers - Certificate No. 5086 1.
Corrective steps which have been taken and the results achieved:
In the past, the industry, in general, took the position of reasonable functional compliance with respect to packaging for transportation of non-product nuclear material, particularly when non-irridiated material of low radioactivity was involved.
Verbatim compliance to all require-ments shall now be required. As a result, the changes noted below have been made:
A.
Drawing E-20354-3 has been revised to recognize the use of either nuts or direct threading of the end " plates" as equivalent, together with the use of 1/2" or 5/8" diameter bolts. The drawing has been submitted to USNRC for approval.
B.
Blocks of oak or equivalent wood as space fillers in the inner container will
~.iays be used in the future.
In the past, other soft woods of various dimensions have been used in most cases; occasionally no filler was employed.
C.
Drawing E-20354-1 has been revised to use banding strip.
The 837AZ strap interfered with insertion of the inner container. The drawing has been submitted to USNRC for approval.

Corrective steps which will be taken to avoid further items of noncompliance:
Any rubber bumper ring not in compliance with drawing requirement shall be replaced and affixed to the end covers prior to further use of the container.
The CSIR (Container Specification and Inspection Report) form shall be revised upon acceptance of the revised drawings by the USNRC.
Nuclear Materials Contral personnel shall be reinstructed as to the requirements for verbatim ccmpliance in a documented meeting prior to January 20, 1980.
3.
The date when full compliance will be achieved:
The date is dependent on acceptance of the revised drawings by USNRC.
The revised CSIR shall be issued within twenty (20) days of receiving the noted acceptance.
Appendix A, Item 2 and Paragraph 3.c of Details, Page 6. 00T Containers -
Certificate No. 5908 - Lack of Luting 1.
Corrective steps which have been taken and the results achieved:
Nuclear Materials Control supervision have been reminded of the require-ment for compliance with written procedures.
2.
Corrective actions which will be taken to avoid further items of noncompliance:
Luting of the pipe threads will be performed on all future shipments as required.
Nuclear Materials Control personnel shall be reinstructed in a documented meeting prior to January 20, 1980.
3.
The date when full comoliance will be achieved:
Our facility is currently in full compliance.
Appendix A. Item 3 and Paragraph 4 of Details, Lack of Compliance With Posted Nuclear Safety Controls 1.
Corrective steps which have been taken and the results achieved:
A.
The shift supervisor had the element removed to proper storage.
B-South supervision reprimanded the operator responsible.
A special emergency awareness session was held with all operators in the area.
Violators shall be severely dealt with in the future.

Corrective steps which will be taken to avoid further items of noncompliance:
A special documented awareness session on the subject of combustibles and hydrogenous material control shall be conducted for all NMC per-sonnel by January 20, 1980.
3.
The date when full ccmpliance will be achieved:
Our facility is currently in full compliance.
Paragraph 3.c of Details, Page 7, CSIR Requirement to Specify Transoort Index and Use of SNM Shipment Route Cards Nuclear Material Control personnel shall be reinstructed of the need for compliance with approved procedures by January 20, 1980.
Paragraph 5 of Details, Page 8, Latchinc of Fuel Comoonent Storace Racks The need for proper latching of fuel storage racks, boxes, and similar storage units shall be the subject of a future awareness presentation to operating personnel and other groups responsible for fuel storage.
Paragraph 6 of Details, Page 9, Rapid Evacuation Instructions At the next revision of the video tape associated with emergency evacuation, appropriate emphasis shall be given to speedy, but safe, exiting. The printed individual instruction sheets do require immediate, but non-panic, evacuation.
