Minutes of Meeting in Bethesda on February 14, 1980 with NRC Management Regarding VY Reload Licensing Capability
Dear Sir:
The attached minutes (Attachment 1) are being submitted to document the meeting of Reference (3).
This meeting was held to outline a program for development and approval of analytical models which would enable Yankee Atomic Electric Company's Nuclear Services Division to perform complete BNR reload analysis for Vernant Yankee Nuclear Power Corporation by 1981. The minutes of the meeting summarize the major points made and conclusions reached by both Yankee and the NRC and have been revelwed and approved by both parties. is the agenda used for Reference (3).

Distribution February 15, 1980 D. W. Ed wards NRC MANAGEMENT MEETING REGARDING VY RELOAD LICENSING CAPABILITY A meeting was held on February 14th in the NRC offices to discuss Yankee's plans for internalization of BWR Analysis Capability. Those in attendance at the meeting included the following:

Slifer, J. Turnage and D. Edhords.
The presentation made by Yankee is summarized in the attached outline.
During the presentation Yankee made the tollowing supplemental points:
Internalization of the Reload Analysis Capability within Yankee will enable, in addition to Reload Licensing Analysis, rapid resolution of licensing and safety issues by Yankee resulting in improved capacit/ factors for Yankee and improvement in responsiveness to the NRC.
Information will be provided to the NRC in a process which is most amenable to enabling the review and resolution (i.e., avoidance of submittal, Ql, Q2, etc., forma t).
Many of the codes (RETRAN, SIMULATE, C. ISMO, RELAP V) intended for use will be in use by other utilities in t ne future so review of the VY model is not entirely plant specific.
GE methodology is not " absolute truth" for comparison of Yankee's methods and results.
Yankee firmly believes that there is sufficient mutual benefit possible from this program to warrant sufficient priority on part of the NRC to enable program completion.
Points by the NRC were as folloks:
The program is " unassailable" in terms of objectives from both standpoints.
Resource availability at the NRC is not clear and a working meeting is necessary to scope NRC involvement.
Resources available to perform this work (i.e., the priority assigned to it) is the major impediment to successful completion.
This concern derives from the current uncertainty regarding development and assignment of priorities and resources based upon the NRC action plan.
Successful achievement of the program resulting in reload analysis for the 1981 core load would be dependent upon identification of innovative approaches by both sides.

The major conclusions reached were as follows:
A Working Meeting will be scheduled for the week of February 25th to define the scope of NRC involvement that is necessary.
(No w scheduled for March 5)
Review will most probably be divided into models themselves (i.e.,
generically applicable material), and the specific application to Vermont.
Technical Review Coordinator will most probably be Frank Coffman.
Vern Rooney will continue to function as overall Plant Project Manager.
The ground rules presented by Yankee are generally acceptable.
The Technical Meeting agenda will include the following items:
Method of documentation of resolved issues to enable full incorporation of NRC licensing positions.
Establishment of milestones for availability of draf t documentation to allow NRC "in process" review.
Definition of NRC workload associated with review of methodology necessary to internalize reload licensing capability for Vermont Yankee.
