Gentlemen:
Arkansas Power and Light Company has contracted with Hittman Nuclear and Development Corporation (HNDC) for the solidification of some of our low level radioactive wastes.
It is our understanding that HNDC's cement solid-ification system, such as the one in use at Arkansas Nuclear One (AN0), has received NRC approval.
A letter dated January 29, 1980, from Darrell Eisenhut to "All Power Reactor Licensees" stated that a copy of the 10 CFR Part 50.59 Safety Evaluation should be submitted prior to operation of a modified system.
Since we have made no mod-ifications to our solidification system as addressed in the FSAR's for AN0-1 and 2, we feel that no 10 CFR Part 50.59 review is necessary prior to operation of the portable HNDC system. However, an Unreviewed Safety Question Determination has been done and a copy is attached to this letter.
The January 29, 1983 letter also stated that a copy of the Process Control Pro-gram (PCP) for the portable system should be submitted to NRC. Attached is a copy of the PCP as we received it from HNDC. We believe we are in full com-pliance with both 10 CFR Part 50.59 and the January 29, 1980 letter at this time and will operate the portable system, as necessary, for the solidifica-tion of wastes.
