Dear Mr. Garner:
Massachusetts Institute of Technology submits herewith Revision No. 18 to its " Safety Analysis Report for the MIT Research Reactor (MITR-II)," Report No. MITNE-ll5 (October 22, 1970).
The revision involves changes to the SAR in two areas:
(1) Deletion of Blade Drop Time Tests from Startup Checklist This was a 10CFR50.59(a) change in an operating procedure and was reported to USNRC in MIT's " Annual Report to USNRC for the period 7/1/77-6/30/78," page 17.
(2) Installation of a Third Primary Coolant Heat Exchanger Amendment No. 14 to Facility Operating License No. R-37 revised the Technical Specifications to authorize the installation and use of a third primary heat exchanger. The new unit was placed in service in October, 1978.
The purpose of this letter is to submit new pages revising the SAR so as to incorporate the above procedure and equipment changes.
The MIT Reactor Safeguards Committee, at its meeting on November 21,1979 has approved the changes to the SAR.
The attached sheet lists the pages and figures to be removed and inserted and indicates the nature of each change. Copies of the new pages are enclosed.
