i Tm Sheldon Meyers, NE-90 On flovember 15, 1979, we met with NRC/llMSS, OSD and OELD personnel to discuss regulatory aspects of the Spent Fuel Storage Program, p ="" '
specifically the NRC Proposed Regulation 10 CFR Part 72 and C
regulatory aspects of dry storage.
The meeting agenda is presented as Attachment 1.
A. list of attendees is included as A. -10 CFR Part 72
[}-la 10 CFR Part 72 is now in NRC internal review.
Optimktically, publication could be in 60 days.
It was emphasized that the

regulation is written for storing fuel that is at least one year n.-*
old.
Specific items discussed include:

ANS Design Standard 57.7 will be endorsed as a Regulatory Guide.
NRC indicated that the ANS Siting

Standard A-2.19 has many problems associated with it.

Dry Storace The scope of 10 CFR Part 72 now state that it is applicable to dry storage.
flRC has requested Exxon / Idaho to prepare a report on dry storage modes, including canyon, caisson and silo storage.
With that recort in hand. NRC would have a technical basis for
~
the preparation of dry storage regulatory guides.
There is no dry

storage standard preparation effort at present, and so far the ANS has not indicated any interest in pursuing this.
[ll We requested NRC consultation and participation in our contemplated dry storage technology de=cnstration and confirmation

test program at E-MAD.
The NRC/0 ELD rep.resentative indicated concern that NRC could be subject to criticism in participating in a program that could be interpreted.as having a " promotional aspect." This topic will be further discussed within NRC.
