Dear Mr. Miller:
In our letter of February 1,1980, a copy of which is at-tached, we requested a continuation of the exemption from 10 CFR 50.46 until modifications to the emergency core cooling system could be made following a small break, which will eliminate any requirement for opera-tor action.
In accordance with this request, we are enclosing our check in the amount of $4,000 in payment of the fee required for the application to amend Facility License ilo. OPR-54.

Dear Mr. Reid:
On November 22, 1978, the Sacramento Municipal Utility District requested an exemption from 10 CFR 50.46 until further imorovements to the ECCS can be made. These improvements consist of modifications which will eliminate any requirrment for coerator action following a small break.
On December 4,1970, the District provided additional information on the equipment to be used in the modification.
At that time the DC motors used to replace the AC motors on the high pressure injection valve operators were the items controlling schedult with an expected expedited delivery date of September 1,1979.
In June 1979, the Limitoroue Comoany, sucoliers of the existing valve operators, informed the Distr.ct that contrary to their original assurances, the DC motors, then on order, would not be compatible with the existing valve operators, This then made it necessary to buy new motors and operators as a desioned packace.
At this point, the Sacramentn Municipal Utility District, which is a public agency, was required by law to prepare a specification and receive public bids for the motor-operator design package. The soecification was prepared and issued in July 1979, After initially mceivino no bids, a valid bid was received, and award was made in September 1979, to the Limitorque Company.
At th,e time of award, the limiting item was the supply of the DC motors which was scheduled for
.May 21, 1980. This schedule has been advanced to March 31, 1980, by spending an additional $1,100 for each unit.
The current schedule indicates that Rancho Seco could complete this refueling outage and return to pcwer on March 1,1980.
Therefore, the District requests continuation of the exemptica with this item to be treated on the same basis as other TMI modifications subject to delay in delivery, that is, that the District would commit to ti. stalling the modification within thirty days after receipt, or in no event later than June 1, 1980.

our position that Rancho Saco, Unit No.1, ECCS is currently acceptable and wholly in conformance with 10 CFR 50.46, and the District would not have filed the request for exemption in the absence of a specific reouest from your staff. This recuest for continuation of the exemotion is in the public interest, tecause the abserce of this ex=metien would result in the loss of a large block of power and reduction of electrical power reliability in the District's service area.
