Dear Mr. O'Reilly:
Please find enclosed the evaluation of an undetectable fail-ure in the Engineered Safety Actuation System. This problem was reported to the NRC in a letter from Westinghouse Electric Company to Mr. Victor Stello, Jr., NS-TMA-2150, dated November 7,1979 (attached) as a 10CFR Part 21 for operating plants and a 10CFR50.55(e) for plants under construction.
Alabama Power Company reported the problem as a possible significant deficiency to Mr. M. D. Hunt, U. S. NRC on January 7,1980.
The enclosed 10CFR50.55(e) evaluation concludes that there is a significant deficiency and includes the corrective action that has been taken and will be taken to alleviate the problem.
