Dear Mr. Partlow:
This is in response to Ref. letter 3), in which I took a commitment to:
1.
Combine the Control and Accounting Plan with the Fundamental Nuclear Material Control Plan.
2.
Revise and declassify as much of the combined Plan as possible (especially Chapter 4, Measurement Control Program).
3.
Update the combined Plan to current practices, where applicable.
4.
Include license conditions directly in combined Plan, where possible.
Due to the extensive update and expansion of the combined Plan believed necessary following the August visit of M. Smith and C. Emeigh and following further telecons with C. Emeigh, I am enclosing with this letter revised Chapter 2 (Material Control Areas) and Chapter 4 (declassified).
I believe this submittal to include license conditions 2. 4, 2. 5, 2. 6, and 9.3.33, and request your concurrence they be eliminated.
I understand this Plan consolidation to be fee exempt.
I consider this letter and the enclosed Plan Chapters to contain information regarding our control and accounting procedures for safeguarding SNM, and as specified in 10 CFR 2.790, are not to be placed in the public document room.
I am continuing to give this project a high priority, per your request.
Chapters 1 (Organization) and 8 (Management) are in final preparation.
