Dear Mr. Partlow:

In accordance with the provisions of 10 CFR 70.32, the General Electric Company, Vallecitos Nuclear Center (GE-VNC) submits herewith six (6) copies of a proposed revision to reference 3, the material control and accounting plan for Plant 5 (Advanced Fuel Laboratory).

This revised plan is respensive to those rules that are applicable to licensees authorized to operate with an SNM inventory limited to one effective kilogram.

This revised plan is the end result of a series of prior correspondence and discussion, the two most recent and prominent of which are identified above (see references 4 and 5).

Recommendations made by Mr. Partlow and his staff have been incorporated in this document which, upon NRC approval, would supersede reference 3 above in total.

Changes performed to our September 24, 1979 submittal and as a result of the subseouent meeting in Washington (references 4 and 5, respectively) include the following:

As the enclosure contains information concerning the safeguarding of Stim, GE-VilC requests that they be withheld from public disclosure, pursuant to 10 CFR 2.790(d).
