05401 Dear Representative Huches Please find enclosed a copy of a letter written to Mr. James R. Miller, Acting Assistant Director for Site and Safeguards, Office of Nuclesr Reactor.D.~ulation,2;uclear Regulstorv dommission.

The letter regards tue dist'ance from a nuclear power plant that a utility is responciale to protent in the event of a nuclea: accident.

As you.<now, it is presently limited to a ten-c.ile radius.

Cu group feels this is insuf ficient.

Please advise us of your views on this iictance limitatlen and whether there is legislation pendin.< or to be proposed tnat would in:rease this limitation.

Respectfully.

- The municipality should not be financially responsible for any o'f the mentioned since if the nuclear power generating station did not exist, nor would the need for the information leaflets, the potassium iodine, the special equipment or special arrangements for transportation.

'Ve have not deemed these thingc necessary in the past for natural disasters, of which we happily have few, and if deemed necessary now, it is for a potential unnatural disaster caused by a nuclear power pl'*nt built by the utility.

If the utility builds a nuclear power plant knowing the potential risks to the pecple living near it, then the utility should be recponcible for the prote: tion of thoste people.

The existing ten-nile radius will not protect the poople in Cumberland Cnunty

' rem the possible risks.

Again, we support the proposal that the utility be recponsible for the people within a fifty-mile radius of Salem I, to protect them against radiation doses that may be carried by the wind, strongly urPe that this proposal be acted upon.
