Docket No. 50-346 TOLEDO License No. NPF-3 EDISON Serial No. 583 Acnwo P. caouse vuo,,at February 4, 1980 Q,

Director of Nuclear Reactor Regulation Attn:

Mr. Robert N. Reid, Chief Operating Reactors Branch No. 4 Division of Operating Reactors United States Nuclear Regulatory Commission Washington, D.C.

20555

Dear Mr. Reid:

A letter originating from the director of the NRC Emergency Preparedness Task Group dated November 29, 1979, requested that Toledo Edison provide detailed information concerning estimates of evacuation times in the area of the Davis-Besse Nuclear Power Station, Unit 1.

This detailed information was not avail-able to Toledo Edison.

Our preliminary review of the work done to date, indicates that data of an accuracy that would be realistic yet not over conservative, could not be developed by Toledo Edison within the time frame requested. As a result, we have forwarded a copy of the NRC letter on evacuation information to the Ohio Disaster Services Agency (ODSA), the State agency which has compiled some qualitative estimates.

A direct request to )(r. J. R. Williams, Nuclear Preparedness Officer at ODSA through the Federal Emergency Management Agency (FEMA), would be appropriate to receive any information that has been developed by the State of Ohio.

Toledo Edison understands FEMA is conducting a study on evacuation times that should provide detailed evacuation information. When combined with the exist-ing qualitative estimates _available, this information will be of great inter-est to those officials who would make protective action decisions in emergency situations. This FElfA study should provide the quantitative information requested in your letter.

Very truly yours, ff w = ^-
