TMI UNIT ONE -- MANAGEMENT COMPETENCE Ue have pr'epared, with OPE's assistance, the enclosed draft order. OGC and OPE take n'a position on whether it should be issued. OPE believes that, should the Cocmission order the Board to address the management competence issue before it. =~ addresses other contentions, it should similarly treat the closely related issue of whether Metropolitan Edison has the financf resources to safely operate Unit One. ~

The Commission has civen this-matter addi-tional consideration and believes that the issue of whether Petropolitan Edison possesses the canagement capability and technical [and financial) resources to safely operate Unit One, while at the sane tire continuing its cleanup efforts at Unit 2, warrants special and expedited consideratio_n so.that ~ the Conmission ray review that issue on an interlocutory basis. In addition to the nanagement competence issues specified in the August 9 order, the parties should also address the reasures which the licensee has implemented to clearly defi_ne the roles and responsibilities within its organization for plant operations. These measures should enconpass both nornal and emergency ~ conditions, including specificasion of operations connand and adm'inistrative control functions. De therefore are nodifying our Lugust 9 instructions to the Atcric Safety and Licensing Board to ensure expedited considera' tion of these issues. --2 1.'e direct the Licensing Roard to begin the bearing with the managerent cercetence issue.
