Gentlemen:

Determination by Babcock and Wilcox that out of specification weldments could have been used in the manufacturing of the Arkansas Nuclear One -

Unit 1 reactor vessel lead Arkansas Power & Light Company in our August 18, 1978, letter to commit to the use of revised (conservative) pressure-temp-erature operating limits until a determination could ba made of the presence or effect of the atypical weld material. These revised operating limits were applied administratively and concurrent with the Babcock and Wilcox investigation. Your letter of March 1, 1979, concurred with the adminis-trative application of the revised operating limits until a final resolu-tion of the matter could be reached.

In a letter dated September 26, 1979, Babcock and Wilcox provided a report, BAW-1566, " Evaluation of the Atypical Weldment", which demonstrated the mechanical, metallurgical, fracture toughness, and radiation damage resis-tance properties of the atypical weldment should be treated no differently than other welds produced in the same manner. Mr. Lester Rubenstein's letter of December 12, 1979, to Mr. James H. Taylor provided the staffs concurrence with B&W's report and stated the administratively applied pressure-temperature curves may be removed.

Therefore, consistent. with our previous commitment related to application of the revised operating limits, Arkansas Power & Light Company hereby documents to the NRC staff our removal of the administratively applied pressure-temperature li.mits and reverts to those limits as delineated in the current operating license.
