This letter confirms my telephone report to you made at 8:50 A.M.

Pacific Standard Time, January 29, 1980 on behalf of I. R. Caraco, Vice-President and Division Manager of Los Angeles Power Division of Bechtel Power Corporation concerning a possible significant deficiency we have discovered which may be potentially reportable under 10 CFR 21.

The nature of the deficiency is as follows:

The load capacity tables for embed plates were determined on the basis of full engagement area and no lateral loads.

Application of these tables in the design of pipe supports, in some cases, has been based on partial engagement and g has allowed lateral loads in some instances. It is possible o that some pipe support designs released for construction have exceeded the allowable embed loads based on partial engagement.

We expect to file a written report with you by Friday afternoon, February 1, 1980 covering the nature of the deficiency, our investi-gative and evaluative actions taken so far and our interim conclusions.

We will require 90 days to complete our detailed investigation of impact on the Vogtle project and our generic evaluation of other projects, after which we will submit a final report to you.

Vogtle Nuclear Plant Bechtel Job 9510 Possible Significant Deficiency File X7BG03 Page 2 January 29, 1980 Georgia Power Company, the licensee for the Vogtle project, has verbally notified Inspection and Enforcement Region II (Atlanta) of this deficiency under the reporting requirements of 10 CFR 50.55 (e) .

It is our present intention to prepare our interim and final reports in a format which will fullfill any Bechtel reporting requirements under 10 CFR 21 and Georgia Power Company reporting requirements under 10 CFR 50.55 (e) .

Please furnish any copies of correspondence you may initiate to Mr. D. E. Dutton of Georgia Power Company or Mr. I. R. Caraco of Bechtel - Los Angeles regarding this report to this office.
