Millstone Unit No. 3 Reporting of Deficiencies in Design and Construction This letter provides written confirmation of phone conversations held with your Mr. A. Cerne on December 5, 1979 and December 19, 1979. We have determined that the problem as discussed below is reportable under 10CFR59.55(e)(1)(ii).

As reported to Mr. Cerne on December 5,1979, our Engineer Constructor for Millstone Unit No. 3, Stone & Webster Engineering Corporation, reported to NUSCO that a design error had been found in the rock anchor design for the Service Building. A faulty assumption as to building stiffness has led to an insufficient number of rock anchors being included in the design. While the Service Building is a QA Category III structure, the electrical tunnels passing through it and the abutting structures are QA Category I.
