Inspection Summary

Inspection on December 10, 1979 (Report Nos. 50-546/79-28; 50-547/79-28)

Areas Inspected: This was a special announced meeting to discuss the

development of the licensee's response to the " Order Conforming Suspension

of Construction" dated August 15, 1979, in the form of the Marble Hill

Construction Verification Program. This inspection involved a total of 20

inspector-hours at the RIII office by four NRC inspectors.

Results: No items of noncompliance or deviations were identified.

Meeting

The meeting was initiated by PSI to present their planned and in-

process Construction Verification Program in response to the first

issue identified in the NRC " Order Confirming Suspension of Con-

struction", dated August 15, 1979.

These discussions focused on the PSI preliminary draft of the Con-

struction Verification Program. The program included a list of

items which address Safety Related work functions previously per-

formed on the site. The verification functions listed with each

item are to assure that all safety related construction work per-

formed is acceptable. Each item was discussed with the licensee

and the minimum acceptable requirements were clarified by the NRC

representatives.

Further meetings with NRC to discuss the licensee's progress regard-

ing the issues identified the August 15, 1979 order are planned.

Item of Concern Raised by the Subcommittee on Environment, Energy,

and Natural Resources

During the hearing by the above subcommittee on November 27, 1979,

Mr. Moffett introduced into the record the Marble Hill Project Monthly

Quality Assurance Progress Report for May, 1977, dated June 16, 1977.

This report stated in part, " PSI has not yet issued a Purchase Order

or Letter of Intent to Newberg Marble Hill. Although all work has

been accomplished under the same conditions that would be expected

had the issuance been accomplished, undue criticism may be expected.

The potential for a possible Citation from the NRC, if discovered

during an audit, is greatly compounded ..."

This item was discussed at this meeting and further information, in

addition to that already provided by Mr. F. R. Hodges, was requested.
