SUMMARY

OF DECEMBER 18, 1979 MEETING ON SAFETY REVIEW PROGRESS AND PLANS Summary A meeting was held in Bethesda, Maryland with representatives of the Texas Utilities Generating Company (TUGC0) on December 18, 1979. TUGC0 was repre-sented by Messrs:

C. K. Feist, M. L. Greer, and D. R. Woodlan. The NRC staff was represented by S. B. Burwell and A. J. Cappucci (part-time). The purpose of the meeting was to discuss the progress of the safety review, and plan future meetings for the resolution of several matters which TUGC0 con-sidered the NRC requirements for Comanche Peak to be uncertain. We identified the staff reviews which have been contracted to the national laboratories. We discussed additional information the staff will need to complete the Mechanical Engineering review, and we advised the applicant of questions we will issue shortly on equipment qualification. We agreed to schedule future meetings on fire protection and physical security.

Meeting Details We identified the following national laboratories as having assignments to par-ticipate in the NRC staff review:

Argonne National Laboratory:

Instrumentation and Control, Power Systems EG8G Idaho, Inc.: Reactor Systems Battelle-Columbus Laboratories: Materials Battelle Pacific Northwest Laboratories: Materials Energy Technology Engineering Center: Mechnical Entineering We noted that the review effort at most of these national laboratories was in its early stages. We do not expect to have results in the form of questions or draft reports until February 1980.

The applicant requested guidance in completing FSAR Section 3.68.2.5 which deals with protection for high and moderate energy pipe break. The staff described the information we require to complete our mechanical engineering review of this topic. We identified the San Onofre FSAR section on this as a good example of a responsive presentation of this analysis.

s FEB 8 1880 We alerted the applicant that we will be doing a confirmatory piping stress analysis on a selected pipe for all operating license reviews. We will send a letter in about a month describing our objectives, identifying the selected pipe, requesting the information we will need to perform the stress analysis.

We may need to have our consultant meet with the applicant at the site as the analysis progress.

(The NRC letter on this matter is dated January 8, 1980.)

We advised TUGC0 that we will be sending questions on the environmental quali-fication procedure documents selected for review in the near future.

In addi-tien, we expected NUREG-0588, " Interim Staff Position on Environmental Quali-fication of Safety-Related Electrical Equipment" to be issued soon.

We recommended the appli-cant study these questions and NUREG-0588.

Then we will schedule a meeting between TUGCO, the NRC staff, and our ORNL reviewers to resolve any out-standing questions.

The applicant requested that we schedule a meeting on the fire protection cri-teria and requirements which will be used by the staff to review the Comanche Peak fire protection program. We agreed to try to schedule this meeting in January 1980.

The applicant also requested that we schedule a meeting on the physical secu-rity program in the near future. We agreed to try to schedule this meeting in early 1980.
