Dear Parties:
On January 9,1980, the Nuclear Regulatory Comission held a public meeting dealing with the management competence issue in the TMI-l proceeding. The meeting centered around a memorandum and draft order prepared by the NRC Office of General Counsel. Copies of these documents are attached.
Although the memorandum and draft order were discussed by the General Counsel and the Commissioners-at length, r.. conclusions were reached. The Comissioners did ask the General Counsel's Office to help them further delineate and define the management capability issue so that perhaps addi-tional guidance could be given to the Licensing Board.
No other meetings were scheduled to review the competence issue, but any additional developments in this area will be brought to your attention.

The Comission* was briefed by the General Counsel 'on whether the August 9 1979 Comission Order and Notice of Hearing in the Matter of Metropolitan Edison Company should be modified to direct the Atomic Safety and Licensing Board to begin the hearing with the management competence issue first, before it addresses,other contentions. The Comission requested that the General Counsel collect individual.comissioner coments on this subject, and prepare an Order for Comission consideration.
