Dear Mr. Chairman:
This letter is in response to your request of November 15, 1979 for the Nuclear Regulatory Commission's views and recommendations regarding H.Ps. 5867, a bill which would authorize the Secretary of Commerce to charter the nuclear ship Savannah to Patriots Point Development Authority, an agency of the State of South Carolina. The bill provides that the Secretary of Commerce shall apply to the NRC for a license to possess but not to operate the Savannah's nuclear utilization facility.
At the time of ultimate disposal the Secretary is to submit for NRC approval a plan for disposing of the reactor, nuclear system, and radioactive components.
The NRC has no objection to the proposed bill. With regard to administrative expense which the NRC would incur in carrying out responsibilities imposed by this legislation, the technical staff has estimated that the additional cost to the NRC in staff review time would range between $6000 and $12000.
The cost would depend on the completeness of the application for transfer of the pos-session-only license.
The bill would not alter the time needed for NRC staff review of plans for ultimate disposal of the ship.
