Dear Mrs.. Estes:
This is in response to your letter of November 7,1979.
The NRC has recently conducted a thorough evaluation of the safety of Point Beach Unit No.1 in light of the recent problems with stear generator tube degradation caused by deep crevice corrosion.
Based on this review, we have concluded that Unit I can be safely operated provided tha certain additional tests and inspections are carried out in order to more c:osely monitor this problem. The details of these additional requirecer.s ar.d our safety evaluations on this matter are enclosed.
The NRC has been very closely following the situation at Point Seicn *. nit i

Dear Sir:
After less then twelve days of modified operation, Point Beach Unit I has been shut down because it is still plagued by steam generator tube leakage.
Why... Why did this happen?
During their last outage approxinately 145 tubes were plugged.
Testing of the tubes was comprehensive and the new crevice flushing technique was tried.
In fact, fourteen cycles of the procedure were performed and several pounds of sodium and phosphate were renoved from the two steam generators.
Even the new nulti-frequency eddy current nethod of testing was used for the purpose of detecting tube degrad2 tion..
The Point 3each Nucleer ?ower Plant has the highest rate of corrosion than any other plant in this country.
To slow down that high rate, the "RC granted Wisconsin Electric Power Corporation permission to op.e:ste the Point 3each facility at a reduced tenperature (it is felt thet high tenperatures accelerate corrosion) and a reduced pressure.
Even after all the tests and the precautionary methods employed by VI?CO for the continued operation of the ?oint Beach facility, in less than twelve days of operation the. plant was shut down because the same problem of leakage _stil_1 exists, We' have asked the ERC to hold a hearing in the Manitowoc area so that our concerns nay be addressed.
We, who live in the area, would like a
thorough explanation of what is occurring at the Point Beach Huclesr Power ?lant.
Could you please help us in our request?
