General Electric-Hitachi Global Laser Enrichment Facility U.S. Nuclear Regulatory Commission Inspection Report 70-7016/2019-401

Dear Mr. Owens:

This report documents the results of the information security inspection that was conducted on July 23 - October 4, 2019, at the Global Laser Enrichment (GLE) facility site in Wilmington, North Carolina. The purpose of this inspection was to determine whether activities authorized under the license were conducted safely, securely and in accordance with Nuclear Regulatory Commission (NRC) requirements. The results of this inspection were discussed with members of your staff at an exit meeting held on October 4, 2018.

During the inspection, the NRC staff examined activities conducted under your license as they related to protection of classified information and confirmed compliance with the Commissions rules and regulations, and with the conditions of your license. Areas examined during the inspections are identified in the enclosed report. Within these areas, the inspections consisted of selected examination of procedures and representative records, observations of activities, and interviews with personnel.

Based on the results of the inspections, no violations of NRC requirements were identified.

The material enclosed herewith contains Security-Related Information associated with the classified information security safeguards program at the Global Laser Enrichment facility, and in accordance with 10 CFR 2.390(d)(1), its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room, or from the NRC's Agencywide Documents Access and Management System (ADAMS); accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
