Dear Mr. Quist:
This is in response to your letter dated December 6,1979, in which you requested, pursuant to the Fr.eedom of Information Act, complete copies of 13 indicated closed Commission meetings.
The following numbers correspond to the numbers in your letter.
Document 1 is a transcri exemption (1)pt of a Commission meeting which was closed pursuant to of the Government in the Sunshine Act (5 U.S.C. 552b) and 10 CFR 9.104(a)(1) of the Commission's regulations. The review of this transcript, which is required by the Government in the Sunshine Act, has not been completed.
Documents 2, 3, 5 through 9 and portions of documents 10 through 13 are being withheld from public disclosure pursuant to exemption (6) of the Government in the Sunshine Act (5 U.S.C. 552b(c)(6)) and 10 CFR 9.104(a)(6) and exemption (6) of the Freedom of Information Act (5 U.S.C. 552(b)(6))
and 10 CFR 9.5(a)(6) of the Commission's regulations.
The transcripts for documents 10 through 13, with exempt portions deleted, are currently located in the NRC Public Document Room,1717 H Street, N.W., Washington, DC.
Document 4 is being withheld from public disclosure pursuant to exemption (1) of the Government in the Sunshine Act (5 U.S.C. 552b(c)(1)) and 10 CFR 9.104(a)(1) and exemption (1) of the Freedom of Information Act (5 U.S.C.
552(b)(1)) and 10 CFR 9.5(a)(1) of the Commission's regulations.
Pursuant to 10 CFR 9.15, it has been determined that the information withheld is exempt from production or disclosure and that its production' or disclosure is contrary to the public interest.
The person responsible for these denials is Mr. Samuel J. Chilk, Secretary of the Commission.

(1 This denial may be appealed to the Commission within 30 days from the receipt of this letter. Any such appeal must be in writing, addressed to the Secretary of the Commission, U.S. Nuclear Regulatory Commission, Washington, DC 20555, and should clearly state on the envelope and in the letter that it is an " Appeal from an Initial FOI A Decision".
