Dear Mr. Reid:
In our letter of November 21, 1979 (Serial No. 559) to Mr. Harold Denton of the NRC, Toledo Edison indicated that a number of non-related ongoing regulatory activities had been delayed as a result of manpower diversions to work related to the NRC Staff's short-term lessons learned recommenda-tions from the Three Mile Island, Unit 2 incident of March 28, 1979.
In particular, Toledo Edison staff involvement in the Standardization of the Radiological Effluent Technical Specifications will be suspended until after the currently planned spring outage has been completed.
Although this delay may seem excessive, we wish to reassure you that the requirements of 40 CFR 190 will be met as committed to in our letter of November 2, 1979 (Serial No. 551).
We, therefore, see no undue risk to public health and safety as a result of this postponement. As always, we are available at your request to discuss any concerns you may have.
