On January 29, 1980, Guston Lighting and Power Company, acting on behalf of itself and other applicants, the City of San Antonio, Texas, acting by and through the City Public Service Board of the City of San Antonio, Central Power and Light Company and the City of Austin, Texas (hereinaf ter " Applicants"),

filed " Applicants' Motion to Compel Citizens for Equitable Utilitics, Inc. to Answer Applicants' First Set of Interrogatories".

In the NRC Staff's view, the Applicants' motion to compel involves a matter of discovery between the intervenor, Citizens for Equitable Utilities, and the Applicants.

Accordingly, we take no position with respect to the motion and by this letter inform the Board that the Staff will not submit a response to the motion.
